The third reason for the common misunderstanding of the role of LEAs is the academic tendency to extract features of practice and policy as if they were isolated. School and curriculum self-evaluation is a typical example, treated as if it were not part of the total arrangements for monitoring in an authority and, as a consequence, often misunderstood (Shipman, 1982).
